تظهر
السنوات الطويلة التي قضاها صالح في الحكم أنه لا يميل إلى تحقيق التنمية
الاقتصادية نظرا لما يصحبها من تغييرات اجتماعية قد تقود في النهاية إلى
الإطاحة به. ويتبع صالح، شأنه في ذلك شأن الأئمة من بيت حميد الدين الذين
حكموا اليمن خلال النصف الأول من القرن العشرين، سياسة تعرف بـ"جوع كلبك
يتبعك." وترتكز هذه السياسة على تجويع "الرعية" وجعلهم معتمدين اقتصاديا
على ما يجود به الحاكم عليهم. كما تقتضي هذه السياسة مناهضة التنمية
الاقتصادية وأي سياسة يمكن أن تخلق فئة اجتماعية مكتفية ذاتيا ومستقلة عن
أسرة الحكم.


وفي
إطار هذه السياسة، تم إنشاء جمعية الرئيس الصالح التي يرأسها نجل الرئيس
لتقوم بتنفيذ العديد من البرامج الخاصة بالفئات الفقيرة. وقد أعلن الرئيس
في منتصف عام 2007 تبرعه لجمعية الصالح التي يرأسها نجله العميد أحمد
بمزرعة أسطورية يمتلكها في عبس بمحافظة حجه وتقدر مساحتها- بحسب الإعلان-
بألف معاد وتساوي قيمتها وفقا لتقارير صحفية مليارات الدولارات. وكان قد تم
لسنوات عديدة توجيه الكثير من الدعم الداخلي والخارجي للزراعة في اليمن
نحو مزرعة الرئيس في عبس. وتلعب جمعية "الصالح" عدة أدوار في إطار سياسة
"جوع كلبك".. من جهة، تمثل الجمعية إمبراطورية مالية تحت سيطرة نجل الرئيس
يعمل على توظيفها في حشد الدعم السياسي لنفسه في أوساط الفئات الفقيرة. ومن
جهة ثانية، تعمل الجمعية على استيعاب الأعمال الخيرية التي تقوم بها الدول
الأخرى وخصوصا تلك ذات الطابع الرسمي؛ قاطعة بذلك الطريق على المؤسسات
العامة أو أي فئة يمكن أن تستفيد بشكل مباشر من ذلك الدعم.. من جهة ثالثة،
تعمل جمعية الصالح كماكنة انتخابية رديفة لما يسمى بالحزب الحاكم، وهو
المؤتمر الشعبي العام.. من جهة رابعة، تعمل جمعية الصالح كوعاء لجمع
التبرعات الهائلة من رجال الأعمال الموالين للسلطة وهي التبرعات التي يعتقد
أنها تأتي على حساب الموارد الضريبية والجمركية العامة أو يحصل التجار
المتبرعون مقابلها على معاملات تمييزية في مجالات الاستثمار والاقتراض
والضرائب وغيرها.


ويلاحظ
أن صالح, وفي مواجهة السخط الشعبي المتزايد وتداعيات الأحداث في تونس
ومصر, لجأ إلى سياسة "رمي العظم" حيث أعلن عن تخفيض الضرائب على الأجور
بنسبة 50% وزيادة مرتبات الموظفين بنسب لم تعرف بعد. كما قرر صالح صرف
معونات اجتماعية لـنصف مليون شخص جديد- علما بأن تلك المعونات تتراوح بين
الـ10 والـ15 دولار شهريا فقط- ووعد صالح خريجي الجامعات باستيعاب 25% منهم
في الخدمة العامة كمرحلة أولى.
