تسييس الموارد العامة


المقصود
بـ"تسييس" الموارد العامة توظيفها سياسيا بهدف البقاء في السلطة, سواء
أثناء مواسم الانتخابات أو في الإدارة اليومية للدولة والمجتمع. وتشمل
الموارد العامة الوظائف الحكومية وخصوصا القيادية: عقود مشاريع البنية
التحتية، الاعتمادات والتحويلات المالية، السيارات ومولدات الكهرباء,
والمنح التي يتم توزيعها على المشايخ والأعيان، ...الخ. وتلعب الموارد
العامة الدور الجوهري في الحصول على التأييد الانتخابي، إضعاف أو تقوية
المكونات الاجتماعية بحسب حاجات النظام، وشراء الولاء السياسي. ونظرا للدور
الذي تلعبه الموارد العامة في تنفيذ سياسات البقاء، فقد قاوم صالح سياسات
الخصخصة للمؤسسات العامة رغم الخسائر التي تحققها, وما تحصل عليه من دعم
حكومي يزيد من أعباء الموازنة العامة. وليس هناك ما هو أكثر دلالة على
أسبقية الاعتبارات السياسية المتصلة بالبقاء من أن صندوق التنمية
الاجتماعية الذي أنشئ في عام 1997 للتخفيف من الفقر, والذي أصبح أهم
الأدوات التنموية في البلاد, يديره عبد الكريم الأرحبي- أحد أنساب الرئيس-
حتى بعد أن تم تعيينه وزيرا للتنمية والتعاون الدولي.


ويؤدي
تسييس الموارد العامة إلى توجيه الموارد بعيدا عن التنمية, والحد من قدرة
الحكومة على الإنفاق الاستثماري الذي يساعد في تحقيق النمو الاقتصادي وخلق
فرص العمل وتحسين مستوى الخدمات المقدمة وزيادة مستوى التغطية لتلك
الخدمات.

Politicization of public resources


Intended
to "politicize" the employment of public resources in order to remain
in political power, both during the election seasons or in the daily
